Sweden has taken the unprecedented step of issuing five million pamphlets to its citizens with warnings to stockpile food and water. This development occurred mere hours after Ukrainian President Volodymyr Zelensky delivered a stark video message to Vladimir Putin, cautioning that US missile strikes “will speak for themselves.”
Reacting to heightened tensions post-Russia’s invasion of Ukraine and what Stockholm perceives as the “worsening security situation” the updated “If crisis or war comes” guide marks a significant update from its predecessor six years prior.

Finland has also recently updated its online advice on ‘preparing for incidents and crises’, detailing how citizens can manage independently in the event of war. The digital brochure outlines the government’s response plan in case of an armed attack, reassuring that authorities are ‘well prepared for self-defence.’
Norwegians have received a pamphlet advising them to be self-sufficient for a week in case of war, extreme weather, or other threats. During the summer, Denmark’s emergency management agency confirmed it was emailing Danish adults about the food, water, and medicine they would need to survive a crisis for three days.
